Article ມາດຕາ 1
Article 1 Purpose
This Decree defines principles, regulations and measures regarding fines and other measures against violators of laws and regulations on civil aviation to serve as a reference for civil aviation authorities in implementing fines and other measures against violators correctly and strictly, aiming to ensure that civil aviation is orderly, convenient, rapid, safe and secure in a uniform manner nationwide, contributing to the protection and development of the nation.

Article 2 Fines and Other Measures
A fine is a financial measure imposed on violators of laws and regulations on civil aviation at the fine rates specified in this decree.
Other measures are additional measures imposed on violators of laws and regulations on civil aviation, including education, dismantling, relocation, suspension or revocation of licenses.

Article 3 Interpretation of Terms
Terms used in this Decree have the following meanings:
1. Small aircraft means an aircraft with a total payload not exceeding five hundred kilograms;
2. Medium aircraft means an aircraft with a total payload from five hundred and one to twenty-two thousand eight hundred kilograms;
3. Large aircraft means an aircraft with a total payload of twenty-two thousand eight hundred and one kilograms or more;
4. Aircraft nationality means the status of an aircraft indicating that it belongs to a particular country by registration and display of nationality marks in accordance with the laws of the Lao PDR or treaties to which the Lao PDR is a party;
5. Aircraft registration means the code of an aircraft duly registered in accordance with the laws of the Lao PDR or treaties to which the Lao PDR is a party;
6. Flight technical manual means a manufacturer's document specifying detailed technical instructions for the use of the aircraft to assist the pilot in correct operation;
7. Flight operations manual means an air carrier's document defining policies, principles, and regulations that the pilot must strictly follow for flight safety and security;
8. Flight safety directive means general rules, principles on methods and procedures for implementing flight safety and security;
9. Flight facilities means aviation radio systems, ground services, safety, security, electricity, water supply, and other facilities serving civil aviation;
10. Air carrier means a person authorized to operate an air transport service business using aircraft;
11. Aircraft repair shop means a place for repairing, restoring, and refurbishing aircraft to original technical standards;
12. Medical certificate means a document issued by an aviation medical examiner to pilots, cabin crew, and air traffic controllers;
13. Flight safety management system means a systematic method of managing flight safety, including organizational structure, policies, obligations, responsibilities, risk management, and procedures;
14. Flight logbook means a log recording important details during flight time of the aircraft and the pilot's operations on each flight, according to the form prescribed in the law of the State of Registry.
