Article 1 Purpose
This agreement defines the principles, regulations, management, and use of the fund for control, prevention, and combating drugs, for use in the activities of control and prevention, including treatment, rehabilitation, and initial vocational training for drug addicts, aiming to make society within Xayaboury province drug-free, the ethnic people healthy, and contribute to the protection and development of the socio-economy of Xayaboury province.

Article 2 Drug Control and Prevention Fund
The Drug Control and Prevention Fund is the collection of revenue sources to be used for organizing, implementing and expanding activities related to drug control and prevention work.
- Drug control is the elimination of drug problems to prevent them from spreading widely;
- Drug prevention is activities that create conditions to obstruct, limit, and pressure to prevent negative activities, threatening to create further spread;
- Drug combating is activities to obstruct, resist and counter problems of wrongful acts that violate laws and regulations.

Article 3 Definition of Terms
The terms used in this agreement have the following meanings:
1. Drug control means the management and restriction of the production and processing of narcotic substances;
2. Prevention means preventing drugs from existing in Xayaboury Province;
3. Anti-drug means combating drugs, prohibiting, including remedying the harms caused by drugs;
4. Drug addiction treatment and rehabilitation center means a place for treating drug addicts to get them off drugs, along with vocational training;
5. Drugs means stimulants or depressants.
