Article 1

Article 1. Purpose
This Law prescribes principles, regulations, and measures concerning the creation, use, recognition, management, and follow-up inspection of electronic transactions, in order to establish trust and confidence in such work, aiming to protect the legitimate rights and interests of parties to electronic transactions, ensure the application and promotion of electronic transactions, achieve modernization, integrate with the region and internationally, contribute to promoting socio-economic development, and ensure national stability, social order, discipline, and justice.

Article 2

Article 2 (Amended) Electronic Transactions
Electronic transactions refer to acts conducted through electronic means, in whole or in part, for concluding contracts, providing services, and delivering services, such as buying, selling, exchanging, making payments, and issuing licenses via online systems.

Article 3

Article 3 (Amended) Interpretation of Terms
Terms used in this Law have the following meanings:
1. Electronic refers to technologies related to the use of electric current, digital, electromagnetic systems, wireless systems, optical fiber, electromagnetic waves, or other similar things;
2. Digital refers to the representation of any information in digital form, processed by computers or other similar devices;
3. Electronic communication refers to information created, sent, or received in electronic form;
4. Communication originator refers to the creator, sender, or sharer of any information or document;
5. Communication recipient refers to the person who receives any information or document sent or shared by the communication originator;
6. Electronic document refers to a document, record, or information recorded or stored in an electronic tool that can be read through an information display system, printing, or other forms, such as an electronic application, electronic contract, electronic receipt, electronic payment voucher;
7. Electronic Data Interchange refers to the transfer of data from one electronic information system to another electronic information system using agreed technical standards, for the purpose of combining, using, or storing data;
8. Electronic record refers to documents or information that are required by law to be preserved when using electronic tools;
9. Electronic information system refers to a system used for creating, sending, receiving, and storing data, or otherwise processing data messages;
10. Electronic commerce refers to the buying, selling, or exchange of goods or services between individuals, legal entities, or organizations using electronic tools;
11. Electronic system administration refers to transactions conducted through electronic systems between state organizations, or between state organizations and the private sector or the people;
12. Electronic signature refers to characters, marks, digital symbols, sounds, or other things created in electronic form and attached to electronic data to identify and confirm the identity of the signatory and the authenticity of the data;
13. Electronic signature owner refers to an ordinary individual who creates an electronic signature using electronic tools, or a representative designated by a legal entity;
14. Electronic transaction partner refers to providers and consumers of goods and services who conduct transactions using electronic tools;
15. Legal equivalent value refers to the equal value of transactions, documents, and signatures correctly created in electronic form and in paper form;
16. Technology neutrality refers to the non-discriminatory treatment of new and old technologies used for conducting electronic transactions;
17. Time Zone refers to a standard time zone determined according to international standards, used to indicate the time of a region or countries within that region.
