On the Implementation of the One-Stop Service Mechanism in Oudomxay Province

To: Heads of Departments, Provincial Equivalent Agencies, Provincial Police Command Head, and District Governors of 7 districts.

-- Pursuant to the Law on Local Administration No. 68/NA, dated December 14, 2015;

-- Pursuant to the Agreement on the Implementation of the One-Stop Service Mechanism in State Administrative Organizations No. 86/PM, dated August 3, 2007, and the Order on Enhancing the Implementation of the Mechanism

-- Pursuant to the Order on Direction, Objectives and Standards for Building Provinces as Strategic Units, Building Districts as Comprehensive Strong Units, and Building Villages as Development Units, No. 34/PM, dated 23 August 2016;

Since 2021, the provincial administration has focused on organizing the implementation and dissemination of the Resolution of the 6th Provincial Party Congress and the 2021-2025 Five-Year Socio-Economic Development Plan with a breakthrough spirit in all four aspects, which is closely linked to the implementation of the one-stop service mechanism.
The 03 Build tasks are: build provinces as strategic units, build districts as comprehensive strong units, and build villages as development units, making them a reality in Oudomxay Province; by transforming them into plans, projects, and various action plans systematically and appropriately in all work areas from provincial, district down to village levels in improving the division of state administrative management, making the delegation of rights, responsibilities according to the division of management and benefit sharing between provincial sectors and district sectors, and between district sectors and village sectors clear and sufficiently explicit, and the initiative at the grassroots level has higher responsibility. However, through actual implementation, it is still seen that: the understanding and awareness of the implementation of the one-stop service mechanism and the 03 Build work in
The division of state administrative management among provincial sectors and district sectors is not yet deep, not uniform, and has not been implemented concretely; manifested as: the performance of macro-management roles by provincial sectors in delegating powers, tasks, and responsibilities appropriately to establish one-stop service centers at the district level to become strong and comprehensive units is not yet robust and systematic; the improvement of mechanisms, coordination regimes, and regulations of their own sectors at the district level to align with the 03 construction direction has not been done as well as it should. Therefore, to continue to expand initial achievements and address weaknesses and shortcomings in the past,
Aimed at ensuring the implementation of one-stop service related to the "03 Build" work in Oudomxay Province to achieve the spirit and content of the Resolution of the 1st Provincial Party Congress and the approved 5-year socio-economic development plan for 2021-2025 and the set targets.

The Governor orders:
1. All department heads, provincial equivalent organizations, provincial public security command heads, and district chiefs of 7 districts continue to enhance the implementation of the one-stop service mechanism related to the "03 Build" work under their responsibility; and urgently appoint responsible committees at department, provincial equivalent organization, provincial public security command, and district levels, with department heads, organizations
At the provincial level: the head of the provincial police command and the district mayor serve as the chair of said committee;
2. Let the heads of departments, equivalent provincial agencies, the head of the provincial police command, and the mayors of 07 districts organize propaganda, dissemination, and thorough understanding of various legal instruments regarding the implementation of the single-window service mechanism, so that the organizations and civil servants under their responsibility have deep awareness and understanding in a unified manner; and also pay attention to leading and guiding the organizational units under their responsibility to improve systems, mechanisms, regulations, and procedures for issuing various permits that are seen as obstructive, delaying, and causing difficulties for organizations.
To make entrepreneurs or people feel streamlined, compact, transparent, convenient, fast, and ensure accuracy. In accordance with laws and regulations;
3. Let all departments, provincial equivalent agencies, provincial public security command enhance and raise the role of provincial macro-management, pay attention to decentralized management by specifying in detail, clearly, and concretely; which tasks are the responsibility of the governor or departments, provincial equivalent agencies, provincial public security command to manage, decide to permit or approve; which tasks are the responsibility of the district chief or office, district equivalent agencies, district public security command to manage, decide to permit or approve;
4. Let the departments, equivalent organizations at provincial level, provincial public security command, and offices, equivalent organizations at district level, district public security command that work related to services and various permits must be channeled through a one-stop service based on clear division of management and scope of responsibility, such as:
4.1 Provincial level:
> Approval of domestic and foreign investment;
> Issuance of border passes and identity cards;
< Business registration, tax registration;
< Management of transport, vehicles-driving and construction;
-- Customs declaration services, taxes;
-- Land management and use;
-- Forest resource management and use;
-- Environmental management;
Labor management, vocational training, skills development, employment promotion and social welfare;
Civil service management;
Establishment of associations and foundations;
Family registration work;
Culture and tourism work (hotel, guesthouse, restaurant businesses, etc.);
Education and sports work (schools, private small sports fields, etc.);
Other work based on the conditions and specificities of the province.
4.2 District level:
Approval of enterprise registration, tax registration;
Management of transport, vehicles-driving and construction;
Tax declaration services;
Land management and use;
Forest resource management and use;
Environmental management;
Labor management, vocational training, skills development, employment promotion and social welfare;
Civil service management;
Family registration;
Census;
Culture and tourism (hotel, guesthouse, restaurant businesses, etc.);
Education and sports (schools, private small sports fields, etc.);
Other tasks based on the conditions and specificities of each district.
5. Assign all departments, provincial-level equivalent agencies, the Provincial Public Security Command, and the 7 districts to widely implement and disseminate this order, and to open one-stop service centers at the provincial level and in the 7 districts no later than the end of October 2025; in the initial phase, five tasks to be included in the center must be identified.
The one-stop service must be detailed, clear, and precise. Hereby, it is assigned as the responsibility of the leadership at each level to closely guide and direct, and to formulate plans and operational plans for the first six months and the last six months of the year for the correct, focused, and prioritized implementation of such work, linked to the three-building tasks, and serving as a yardstick for measuring the responsibility and performance of staff-civil servants at each organizational level; 6. Assign the Department of Interior to act as advisor and coordination center for the Provincial Governor in coordinating, monitoring, promoting, guiding, and evaluating the implementation of the one-stop service mechanism by various departments, provincial equivalent agencies, the Provincial Public Security Command, and the 07 districts in May and November.

7. Let the heads of departments, equivalent agencies at the provincial level, the provincial public security command, and the district chiefs of 07 districts acknowledge and proactively implement this order strictly and achieve good results;
