To: Heads of Departments, Provincial Equivalent Agencies, Provincial Police Command Head, and District Governors of 7 districts.

The Governor orders:
1. All department heads, provincial equivalent organizations, provincial public security command heads, and district chiefs of 7 districts continue to enhance the implementation of the one-stop service mechanism related to the "03 Build" work under their responsibility; and urgently appoint responsible committees at department, provincial equivalent organization, provincial public security command, and district levels, with department heads, organizations

Labor management, vocational training, skills development, employment promotion and social welfare;
Civil service management;
Family registration;
Census;
Culture and tourism (hotel, guesthouse, restaurant businesses, etc.);
Education and sports (schools, private small sports fields, etc.);
Other tasks based on the conditions and specificities of each district.
5. Assign all departments, provincial-level equivalent agencies, the Provincial Public Security Command, and the 7 districts to widely implement and disseminate this order, and to open one-stop service centers at the provincial level and in the 7 districts no later than the end of October 2025; in the initial phase, five tasks to be included in the center must be identified.

Hereby, it is assigned as the responsibility of the leadership at each level to closely guide and direct, and to formulate plans and operational plans for the first six months and the last six months of the year for the correct, focused, and prioritized implementation of such work, linked to the three-building tasks, and serving as a yardstick for measuring the responsibility and performance of staff-civil servants at each organizational level; 6.
