Article 2 Use of Marker Injection into Fuel Oil
Use of marker injection into fuel oil means the use of chemical substances obtained from hydrocarbons or other chemicals, injected into fuel oil produced, processed domestically and imported from abroad, as a symbol or mark to certify correctness in monitoring, inspection and fulfillment of various obligations to the state.

Article 2 Import and Use of Fuel Additives

The import and use of fuel additives shall be carried out solely by the Ministry of Energy and Mines as the authorized importer and user, in accordance with regulations.

Individuals and legal entities that produce, process domestically, or import from abroad must submit a registration application for the use of fuel additives to the Ministry of Energy and Mines.

Article 4 Interpretation of Terms
The terms used in this agreement have the following meanings:
1. Fuel oil requiring marker injection means gasoline and diesel produced, processed domestically and imported from abroad;
2. Marker for injection into fuel oil means a chemical synthesized from hydrocarbons and other chemicals that has the property of forming a homogeneous mixture with fuel oil;
3. Injection of marker into fuel oil means the use of marker injected into fuel oil as a symbol or mark to certify compliance with procedures, regulations and laws;
4. Inspection and certification of marker injection into fuel oil means the inspection, analysis of the quantity and type of marker in fuel oil produced, processed domestically and imported from abroad using specialized tools;
5. Incorrect injection of marker into fuel oil means injection of the wrong type of marker, incorrect quantity of marker injected into fuel oil according to the quantity specified in this agreement, unauthorized import and injection;
6. Officials and staff means the staff specified in the agency managing the use of marker injection into fuel oil;
7. Registration certificate for use of marker injection into fuel oil means a document certifying the code for use of marker injection into fuel oil, issued by the Ministry of Energy and Mines to business operators producing, processing and importing fuel oil;
8. Certificate of marker injection into fuel oil means a document certifying that the fuel oil of the business operator producing, processing and importing fuel oil has been injected with marker, issued by the energy and mining sector.
