Articles
Article 1
Purpose. This Law stipulates principles, regulations, and measures concerning national defense reserve force work, in order to supplement the active military forces with national defense reserve forces during wartime or states of emergency, aiming to mobilize the comprehensive strength of the nation, enhance the sense of responsibility for national defense work among organizations at all levels and all Lao citizens, and contribute to the defense of the country.
Article 2
National Defense Reserve Forces. National defense reserve forces refer to forces that are not on active service in the Lao People's Army during peacetime but are included in the organizational plan of the Lao People's Army and are mobilized when needed in a state of emergency or during wartime.
Article 3
Interpretation of terms. The terms used in this Decree have the following meanings: 1. Reserve forces means national defense reserve forces; 2. State of war means a situation where armed forces engage in combat, facing threats, occupation, attacks, and aggression from external enemies, causing social and political instability within the country, resulting in loss of life and property of citizens, and posing a serious danger to national security; 3. State of emergency means a situation where the country's social and political situation is unstable, with riots and uprisings directly endangering national security, or where hostile groups engage in military-type activities but not yet reaching the level of war; 4. Essential need means when the active forces of the military are insufficient to meet operational requirements during a state of war or state of emergency, and additional mobilization of reserve forces is necessary; 5. Call-up order means an order to summon reserve personnel to participate in announced formation, training exercises, combat readiness inspections, and to enter active military service; 6. Mobilization order means an order to mobilize reserve personnel and technical equipment to enter active military service during a state of war or state of emergency; 7. General mobilization order of reserve forces means mobilizing two-thirds or more of the total reserve forces; 8. Partial mobilization order of reserve forces means mobilizing a portion of the reserve forces to supplement certain units lacking combat strength; 9. Regional mobilization order of reserve forces means mobilizing reserve forces from more than two provinces but not exceeding one-half of the total reserve forces; 10. Dual command system means a command system with a military commander and a political commander, where both have equal command authority. The military commander is responsible for military affairs, and the political commander is responsible for political and ideological work.
