Article 1
Purpose. This Decision stipulates the principles, regulations, valuation zones, tracking and inspection, and measures concerning land valuation for the entire province of Attapeu, aiming to bring the management of land work within the province into compliance with laws and regulations, to serve as a basis for calculating fees for registration of changes in land use rights, land income tax, implementing the national policy on conversion of land use rights, and compensating for losses from land use rights recovered for state projects, so as to adapt to the land valuation needs of the province at various stages of economic and social development.

Land Valuation. Land valuation refers to the determination of land value for each zone and plot in the districts of Attapeu Province based on geographical location characteristics, infrastructure, and the socio-economic development level at each stage.
