Article 1

Article 1. Purpose
This Law stipulates principles, regulations, and measures regarding the management, supervision, and inspection of museum work to ensure that such work operates systematically and correctly, aiming to collect, gather, protect, and preserve artifacts, develop and promote museum work, and enhance the patriotic spirit and awareness of the fine traditions of the multi-ethnic Lao people, making it a spiritual foundation capable of connecting with the region and internationally, contributing to the defense and development of the nation.

Article 2

Article 2: Museum
A museum is an institution or place established with approval, serving society on a non-profit basis, for the purpose of collecting, gathering, researching, preserving, protecting, and displaying cultural relics, particularly antiques and works of art, to promote and disseminate historical evolution, traditions of heroic spirit, the diligent and hardworking spirit of ancestors, and the richness of the Lao nation, as well as to serve research, study, learning, training, tourism promotion, and the organization of other related activities.

Article 3

Article 3. Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Museology refers to the study of cultural relics, all stages of which must be conducted correctly in accordance with scientific principles;
2. Cultural relics refer to tangible objects, particularly Buddha images, production tools, war weapons, scientific research results, and intangible objects, particularly the khene music of the Lao ethnic groups, traditional festivals, folk remedies, etc., which have cultural, historical, or natural value and are under the management and protection of museums;
3. Ancient cultural relics refer to cultural relics that serve as evidence of culture, history, nature, science, and technology, which have been collected, gathered, compiled, registered, and are protected and preserved in museum storerooms;
4. Art objects refer to items that are the result of creation and possess artistic characteristics, such as paintings, sculptures, inlays, carvings, embroidery, etc., made with exquisite craftsmanship and having high artistic value;
5. Heroine refers to a courageous person, a warrior, a female figure with perseverance;
6. Conservation (restoration and preservation) refers to maintenance that keeps cultural relics in their original state;
7. Museum owner refers to an individual, legal entity, state organization, collective, or private entity that establishes a museum in accordance with the law;
8. High-value cultural relics refer to cultural relics that are unique, outstanding, special, or rare, which are objects of national or city significance, revered and worshipped by the people of all Lao ethnic groups, and whose value and price are incalculable;
9. Museum premises refer to places for collecting, gathering, protecting, preserving, and displaying cultural relics, to serve society for examination, research, study, educational visits, and tourism;
10. Institution (academy) refers to a place where individuals independently examine, research, and study museum work through personal visits, tours, and imagination, without the need for instruction by teachers;
11. Martyr refers to a courageous person, a warrior who heroically sacrificed their life to bring independence and freedom to the nation;
12. Group refers to an association of two or more persons formed to carry out an activity;
13. Community refers to residents living in a defined area, sharing similar characteristics, interconnected, and interdependent.
