Article 1
Purpose. This Decision stipulates the principles, regulations, measures, and monitoring for the management of gravity-fed water supply work, aiming to ensure that the management and use of gravity-fed water supply systems are clean, safe, effective, efficient, and sustainable, ensuring universal and adequate satisfaction of needs for drinking water, domestic water, and other uses, reducing the risk of waterborne disease transmission, promoting the health of the people, and contributing to the economic and social development of this province.
Article 2
Gravity-Fed Water Supply Management. Gravity-fed water supply management (abbreviated as "ຄນລ") refers to the protection and use of watershed forests, water intake structures, water transmission pipelines, storage tanks, support cables, and faucets, through the fulfillment of obligations and contributions by all sectors of society, so that the gravity-fed water supply system can be used durably and with quality.
Article 3
Definition of Terms. The terms used in this Decision shall have the following meanings: 1. Gravity-fed water supply system: refers to a clean water system that supplies clean water to rural or urban households through pipes, with water sourced from surface water, not connected to the tap water system, relying on water pressure to flow from higher to lower elevations through transmission pipes, equipped with water supply points according to gravity-fed water supply system standards and put into use; 2. Surface water: refers to water sourced from nature, such as streams, springs, and wells by streams; 3. Clean water: refers to water sourced from nature that is clear, colorless, tasteless, and odorless, such as rainwater, surface water, and groundwater; 4. Groundwater: refers to water obtained from nature through various clean water extraction techniques, such as well water and deep well (drilled well) water; 5. Maintenance and upkeep: refers to the system of managing, monitoring, protecting, and cleaning the gravity-fed water supply system in stages; 6. Water source forest: refers to forests where various types of trees are lush and moist year-round, serving as sources of clear, unpolluted springs or streams; 7. Water intake structure: refers to the point of intercepting water from a natural source to form a weir or divert spring water into a transmission pipe, including a filtration chamber and control facilities, constructed of thick, sturdy reinforced concrete; 8. Water transmission network: refers to pipes that transport water from the water intake structure to various points and public taps, which must be buried 50-70 centimeters underground, or must be equipped with support cables to help bear the pipes when crossing rivers or deep ravines and steep slopes; the gravity-fed water transmission network includes: water pipes, support cables, river-crossing pipes, sludge (or garbage, sediment) discharge gates, air release valves, etc.; 9. Storage tank: refers to a storage tank in the gravity-fed water supply system, constructed based on calculated water demand, including a reinforced concrete tank, inlet and outlet pipes, and overflow-flush pipes; 10. Public tap: refers to a water supply point serving as a public tap in the village, including a tap stand, tap platform, tap, garbage bin or basket, fence surrounding the tap, and drainage ditch; 11. Expansion of the gravity-fed water supply system: refers to the expansion of the water intake structure, water transmission network, storage tank, public taps, and household taps.
