Article 1: Purpose

Article 2
Management and use of agricultural land refers to the survey, planning, zoning, demarcation and staking, and planned management and use of agricultural land (grain production areas, commodity production areas) in accordance with geographical location, agricultural production, and the overall provincial land use plan; on the basis of agreement with relevant departments and administrative agencies, ensuring that the management and use of agricultural land meets the needs of grain production and commercialization.
