Article 2
Use, Prevention and Control, and Problem Handling of Online Social Media. The use of online social media refers to the presentation, publication, receipt, forwarding, and commenting on information content intended for the public through communication forms via the internet system. The prevention and control of online social media problems refers to activities that restrict, control, and block information prohibited by this Agreement and stipulated by relevant laws and regulations from being disseminated through online social media, preventing its spread and causing harm to the Party-State, individuals, legal persons, and organizations. The handling of online social media problems refers to activities involving various methods, such as: publicity and promotion, training and knowledge dissemination, monitoring and alerting of information dynamics, collection and statistics, provision of consultation, conducting investigations and inquiries, and even initiating case proceedings in accordance with legal procedures.
Article 3
Term Interpretation. The terms used in this Agreement have the following meanings: 1. Social media network refers to forms of communication and information dissemination via the internet, where individuals can generally present, publish, receive, forward, and comment on information content, such as Facebook, TikTok, Twitter, YouTube, etc.; 2. Personal social media network account refers to a webpage created through a social media network, where the registrant or organization serves as the owner of the webpage and manages the information content independently, e.g., https://www.facebook.com/account; 3. Internet service provider refers to a provider that offers internet connections to service users, enabling them to access the internet; 4. Internet service user refers to a person who obtains internet access services in various forms to read, write, send, and forward internet information; 5. Network security refers to the use of technical tools and implementation methods to prevent, respond to, and counter cyber threats targeting computer systems, information infrastructure, program systems, and related aspects; 6. Information use security refers to protecting information and information systems from unauthorized use, forgery, or destruction by others.
