Article 2

Postal Service Management. Postal service management refers to the tracking, inspection, and licensing of activities of individuals, legal persons, and organizations engaged in operating licensed postal services within various categories and service scopes, in accordance with laws and regulations.

Article 3

Definition of Terms. The meanings of the terms used in this Agreement are as follows: 1. Postal service, refers to postal services that provide convenience and services to society, such as: mail delivery services, postal information services, postal financial services, postal product services, or other services; 2. Postal consignment, refers to items sent via postal service, including mail, postal parcels, and postal logistics items; 3. Mail, refers to letters, postcards, documents, and small items, each envelope or package weighing no more than two kilograms; 4. Postal parcel, refers to items packed in boxes or bags, each box or bag weighing more than two kilograms but not exceeding fifty kilograms; 5. Postal logistics item (Logistics), refers to items that are large in size or of special shape, each item (box, bag, sleeve) weighing more than fifty kilograms but not exceeding two hundred kilograms; 6. Postage stamp, refers to a card, mark, or symbol with monetary value, used for affixing on postal consignments as payment for postal services and for collection purposes; 7. Acceptance, refers to the inclusion of a consignment into the postal system at the originating service window; 8. Sorting and dispatch, refers to the transfer of a consignment from the originating service window to the destination service window; 9. Delivery, refers to the retrieval of a consignment from the destination service window and its delivery to the recipient; 10. Service window, refers to a service point for accepting and delivering postal consignments, consisting of facilities for acceptance and delivery activities, located at various places; 11. Sorting center, refers to a warehouse for transferring, exchanging, and delivering postal consignments within and across networks, equipped with tools and facilities for carrying out transfer, exchange, and delivery activities of consignments at various points; 12. Business unit, refers to a company or enterprise providing postal services; 13. Prohibited items for postal service, refers to items that violate the Postal Law, relevant laws, and other regulations; 14. Service provider, refers to a business operator who provides postal services and transfers consignments from the originating service window to the destination service window; 15. Service user, refers to individuals, legal persons, and organizations who come to use postal services; 16. Postman, refers to a person who performs the duty of delivering postal consignments.
