Article 1
Purpose. This Agreement stipulates the principles, regulations, and measures concerning the management of teachers, students, and educational institutions in the general education series, to ensure they are goal-oriented, reasonable, and efficient, while protecting educational institutions, managing teachers and students in an orderly manner; establishing regulations for various work activities to achieve the aims and objectives of national education; building strong internal and external solidarity; developing teaching, cultivating quality human resources for sustainable improvement, aiming to meet the demands and needs of the people, while contributing to the economic and social development of this province.
Article 2
Management of Teachers, Students, and Educational Institutions. The management of teachers, students, and educational institutions in the general education series refers to implementation in accordance with the national education policy and guidelines, based on the decentralized management approach involving local administrative agencies and community participation, ensuring that children of the people enroll in school according to age requirements. This aims to make the work meet standards, be of quality, and be sustainable, with the goal of developing human resources into good citizens—possessing revolutionary moral character, knowledge, ability, professionalism, skilled expertise, good health, and knowing how to cherish and promote the arts, culture, and fine traditional customs of the locality and the nation.

School management refers to the place for organizing and implementing the national educational policies and guidelines, and is a hierarchical management involving local administrative organs and community participation; 2. Education refers to the teaching and learning process of theory and practice concerning natural sciences, social sciences, and technology, aimed at developing human resources; 3. Teacher management refers to the methods and measures for implementing the scope of teachers' teaching duties and rights; 4. Student management refers to the methods and measures for implementing the scope of duties and rights in student academic management; 5. Teacher refers to a person who performs the duties of teaching, nurturing students, and university students in schools, centers, and various educational institutions; 6. Student refers to a person who learns from the teaching and learning process of theory and practice concerning natural sciences, social sciences, and technology; 7. Educational institution refers to the place for organizing and implementing the national educational policies and guidelines, particularly the place where teaching is organized in terms of quantity and quality.
