Articles

Article 1

Purpose. This Decree stipulates the principles and regulations concerning the management, use, and tracking supervision of the Blood Fund, enabling the Fund to operate efficiently and effectively, aiming to ensure an adequate, safe, and timely blood supply for patients, and to contribute to the national economic and social development.

Article 2

Blood Fund. The Blood Fund, abbreviated as “ກທລ” and in English as “Blood Fund,” refers to a fund established to raise and accumulate funds from various sources, aiming to ensure sufficient and sustainable financial resources for mobilizing blood donations and supplying safe blood.

Article 3

Definition of Terms. The terms used in this Decree have the following meanings: 1. Blood service compensation fee refers to the equipment fees and blood testing reagent fees paid by patients, their family members, or relatives in accordance with government regulations; 2. Sufficient blood refers to the quantity of donated blood received reaching at least 1% (one percent) of the national population, according to the minimum standards stipulated by the World Health Organization; 3. Safe blood refers to blood obtained from voluntary, low-risk donors, which has been systematically and comprehensively tested and stored; 4. Blood donation refers to voluntarily and gratuitously donating blood to supply patients; 5. Blood donation mobilization refers to the process of promoting, inviting, cultivating awareness, enhancing understanding and knowledge of blood and blood donation, organizing and recruiting voluntary blood donors to supply blood to patients in need; 6. Blood testing refers to testing each bag of blood samples, such as ABO blood group testing, Rh (Rhesus) blood group testing, antibody screening, testing for blood-borne diseases, and compatibility testing between donor and recipient blood; 7. Blood storage refers to storing blood at the correct temperature from the point of acceptance of donation until transfusion to the patient in need; 8. Blood component separation refers to separating whole blood into blood components, such as: packed red blood cells, platelet concentrates, fresh frozen plasma, and cryoprecipitate; 9. Blood quality management refers to ensuring that the quality of blood services meets established standards.
