Article 1
Purpose. This Decree stipulates the principles and procedures for the management, disbursement, and supervision of emergency relief, aiming to ensure timely and effective emergency relief and to enable disaster-affected people to receive humanitarian assistance promptly.
Article 2
Emergency relief (definition). "Emergency relief" as referred to in this Decree means humanitarian aid raised from various sources (including domestic and foreign) and disbursed in the form of relief funds, to provide emergency assistance to disaster victims, including material, financial, psychological, and medical aid.
Article 3
Definition of terms. The terms used in this decree have the following meanings: 1. "Disaster" refers to an event caused by human or non-human factors that results in damage in terms of materials, psychology, and medical care; 2. "Emergency relief" refers to assistance provided to alleviate the initial impact of a disaster on affected persons; 3. "Humanitarian relief resources" refer to material and financial resources allocated to affected populations for relief, assistance, and provision of medical care, shelter, and other necessities, such as food, water, medical supplies, shelter, clothing, sanitation items, temporary accommodation, and other essential items.
