Articles

Article 1

To implement the Resolution of the Politburo of the Party Central Committee on intensifying efforts to resolve economic and financial difficulties, urgent situations, inflation issues, exchange rates, prices, and foreign debt problems (No. 19/Politburo, June 30, 2023), implement the directives of the Politburo and the Secretariat of the Party Central Committee (pursuant to Notification No. 48/Party Central Committee Office, July 13, 2023), as well as the resolutions adopted at the Fifth Ordinary Session of the Eighth National Assembly and Order No. 13/Government Office, to adapt to actual conditions, ensure effective and efficient implementation, and provide a basis for provincial departments, relevant agencies, and district administrative bodies to intensify efforts to implement measures to address inflation, exchange rates, and price issues flexibly and with good results, the Provincial Governor issues guiding opinions.

Article 2

Assigning provincial departments, agencies, offices, the Northern (Luang Prabang) Branch of the Bank of the Lao PDR, and district administrative authorities, together with various economic sectors, to enhance proactiveness in fulfilling their respective duties, in conjunction with addressing issues of inflation, exchange rates, and prices, focusing on several overarching and important tasks, as follows:
(1) Strengthen political and ideological education work among cadres, soldiers, police officers, individuals, legal persons, business operators, and people of all ethnic groups to overcome economic and financial difficulties; continue to organize the understanding of the Resolution of the 11th Party Congress, the Resolution of the 8th Provincial Party Congress, and the National Five-Year (2021-2025) Socio-Economic Development Plan; continue to firmly and vigorously implement the two national agendas to achieve more tangible results; focus on mobilizing the entire society to participate in activities to resolve urgent economic and financial issues, treating this work as a primary battlefield that requires concerted efforts for practical implementation and achieving a clear transformation; simultaneously promote rural development, poverty reduction, and improve the quality of life of the people to be effective, enabling the people to actively participate in resolving various issues at the grassroots level. Cooperate with, facilitate, provide information to, and jointly consult with the responsible groups for addressing economic and financial difficulties, inflation, exchange rates, prices, and debt issues, so that the work yields practical, effective, and fruitful results;
(2) Curb and resolve various prominent phenomena related to economic and financial difficulties—issues of inflation, exchange rates, and prices—as well as address difficulties and hardships in living, and difficulties in production, business, and various service activities, which affect political stability, socio-economic development, the environment, and social order and security;
(3) Actively implement the policy of thrift and anti-extravagance, cutting unnecessary expenditures in the public sector and households to curb the rise in inflation levels; to this end, strictly and resolutely implement the Decree on Thrift and Anti-Extravagance No. 205/Government Office dated July 22, 2023; and promote the use of electric vehicles in accordance with the Government Resolution No. 08/Government Office dated October 4, 2021, to reduce fuel imports, thereby reducing foreign currency outflow, and promote the use of our country's potential electrical energy.
