Article 1
Assigns all departments, the Secretariat of the Provincial People's Assembly, the two commands, the Lao Front for National Construction of the province, mass organizations, the Provincial Veterans' Association, units equivalent to government agencies, the Management Committee of the Luang Namtha Province Economic Special Zone, all banks, state-owned enterprises, schools, hospitals, the five districts, private businesses, individuals, legal persons, and people of all ethnic groups within the province to proactively cooperate and coordinate with the Provincial Health Department and District Health Offices to formulate response plans, ensuring prevention, control, and response to the spread of the 2023 dengue fever epidemic from the source, and to carry out work in a timely manner.
Article 2
To ensure effective leadership, command, organization, and implementation of dengue fever prevention, control, and response efforts, the chairpersons of the provincial and district infectious disease prevention and control committees are tasked with leading all levels of Party and government agencies as well as private entities, with a high sense of responsibility, to guide the practical and comprehensive implementation of the work.
Article 3
Assign cadres, civil servants, military personnel, police, students, village-level organizations, and people from all walks of life to participate in carrying out activities to investigate and monitor the density of dengue larvae (mosquito wrigglers), while regularly eliminating dengue mosquito breeding sites, ensuring that the public changes behavioral habits in accordance with the "Five Ps (5ປ)" slogan proposed by the Ministry of Health, as follows:
1) Tightly cover the lids of water containers inside and outside the house to prevent dengue mosquitoes from laying eggs;
2) Replace standing water in containers such as vases, ant-proof water trays for cabinets, sink bases, and wastewater trays at the back of refrigerators;
3) Raise guppy fish to consume mosquito wrigglers;
4) Clean up the environmental hygiene around the house, leaving no buckets, cans, or discarded tires with standing water;
5) Maintain a routine habit of doing so weekly.
