Article 1
Pursuant to the provisions of Article 20, Chapter 1 of the Law on Local Administration of the Lao People's Democratic Republic (as amended by No. 68/ສພຊ dated December 14, 2015) regarding the rights and duties of Provincial Governors and Capital Mayors; pursuant to the Prime Minister's Order No. 11/ນຍ dated July 21, 2023. In the past period, in my Xayaboury Province, phenomena such as encroachment and deforestation in protected forest areas, prohibited zones, and along border areas, enclosure and sale of forest land, unauthorized clearing of land to expand production areas, and large-scale intentional burning have occurred, increasing year by year, resulting in a decline in forest cover, abnormal climate, particularly smoke haze issues (PM2.5), drying up of streams and rivers, loss of wildlife habitats and even extinction. Therefore, to curb, correct, and reduce these negative phenomena, and to completely stop all activities that destroy forest resources and biodiversity, and to vigorously implement the Provincial Party Congress resolution, focusing on the management and protection of forests and forest land, to achieve a provincial forest cover rate of 60% by 2025 and 70% by 2030 (in accordance with the province's forest development and management strategic plan), while ensuring the management, protection, development, and use of forests in a green and sustainable manner, contributing to the gradual growth of the province's economic and social development, the Provincial Governor issues this order:
Article 2
Provincial departments, agencies, bureaus, offices, and all 11 districts are instructed to further strengthen efforts and emphasize the fulfillment of their respective duties, scope, and responsibilities, to manage and protect forests and forest land from destruction, treating this work as a political task and as an indicator for measuring the effectiveness of leadership and guidance of Party committees and administrative agencies at all levels.
Article 3
Assigns the provincial departments, agencies, bureaus, offices, and all 11 districts within the province to take the lead in propagating policies, laws, and regulations concerning the management, protection, development, and use of forests and forestlands, using various forms and methods, especially through radio, wired broadcasting, and various types of social media, so that people of all ethnic groups are informed, understand, and proactively and strictly implement this work.
