Article 1

Article 2
Assigns all provincial departments, equivalent agencies, district administrative authorities, district-level offices, and village administrative authorities to pay attention to the education, training, and inspection of party members and cadres within their respective units, to stop them from encroaching on forest land and clearing forests for cultivation, and to continue inspecting and confiscating illegally held hunting guns, air guns, homemade guns, pellet guns, shotguns, large-caliber guns, explosives, and electric fishing devices, in order to eliminate abuse—these acts have damaged the nation's image, status, and prestige.
Article 3
Provincial departments, agencies, and district chiefs are instructed to prioritize and treat the management and protection of forests, forest land, and forest resources as a key task, especially for various infrastructure construction projects by domestic and foreign investors within or outside the three categories of forests, such as quarrying, mining, tourism resource development, setting up camps, establishing processing plants, drying plants, stone crushing plants, planting fruit trees, industrial forests, planting crops, planting bananas, livestock enclosures, etc., all of which must first undergo inspection and data collection with the participation of provincial forestry technical personnel and obtain consent from the Provincial Department of Agriculture and Forestry before any survey may be conducted.
