Article 1
Purpose. This Decision stipulates regulations, methods, procedures, and measures concerning water quality management and wastewater discharge that must not exceed national environmental standards, in order to ensure good water quality, aligned with a green and sustainable direction, aiming to reduce pollution that will be generated to water sources, water resources, and ecosystems, without affecting the health of humans, animals, plants, and other living organisms, and to contribute to the national socio-economic development.
Article 2
Water Quality Management and Wastewater Discharge. Water quality management refers to the activities of data collection, registration and record-keeping, planning, protection, restoration, and water quality monitoring of rivers, streams, canals, tributaries, ponds, lakes, groundwater, and other natural water bodies, as well as of various projects and business activities within water sources that affect water quality, to ensure compliance with laws and regulations and not exceed national environmental standards. Wastewater discharge management refers to the activities of data collection and planning for wastewater discharge, such as wastewater treatment, monitoring of wastewater discharge from mining areas, factories, hotels, apartments, hospitals, markets, households, agricultural activities, and other business operations, to ensure that water quality meets national environmental standards before being discharged into natural water bodies, ditches, or public drains.
