Article 1

List of goods requiring a permit before temporary import, temporary export, re-import for export, and transit (see Annex 1); 2. Goods requiring a permit before temporary import, temporary export, import for re-export, and transit refer to goods listed in the control goods lists of various industries, for which a permit from the relevant industry sector must be obtained prior to temporary import, temporary export, import for re-export, and transit. The purpose is to track, inspect, and manage their use in accordance with the intended purposes, prevent smuggling into the country for domestic sale, and ensure that such goods will be exported to foreign countries or re-imported in compliance with the laws and regulations of the Lao People's Democratic Republic, treaties to which the Lao People's Democratic Republic is a party, and relevant international agreements.

Prohibited Goods for Temporary Import, Temporary Export, Import for Re-export, and Transit. Goods prohibited for temporary import, temporary export, import for re-export, and transit are goods that are not permitted to be temporarily imported, temporarily exported, imported for re-export, or transited within the territory of the Lao People's Democratic Republic, for the purpose of maintaining national stability, social order, protecting the environment, or fulfilling treaties to which the Lao People's Democratic Republic is a party.
