To: — Ministers, Heads of Ministry-level Organizations; — Mayor of Vientiane Capital, Governors of all Provinces nationwide; — Individuals, legal entities, and organizations residing in Laos, the public, vendors, and traders. — Pursuant to the Government Law No. 03/СПЧ dated November 16, 2021; — Pursuant to the Foreign Exchange Management Law No. 15/СПЧ dated July 7, 2022; — Pursuant to the Resolution of the Regular Government Meeting No. 07/ЛБ dated May 26, 2023; — Pursuant to the Application Letter of the Bank of the Lao PDR No. 40/ТХЛ dated May 9, 2023. In order to strictly implement the Foreign Exchange Management Law No. 15/СПЧ dated July 7, 2022, particularly regarding the holding and use of foreign exchange, tracking of financial flows related to the import and export of goods and/or services, income of overseas workers, foreign direct investment in Laos, reporting of overseas deposits, and foreign exchange services, the Prime Minister issues the following order:

Article 2

Holding Foreign Currency in Laos. The Bank of the Lao PDR is assigned to issue legal documents regarding holding foreign currency in the form of deposits, serving as a basis for commercial banks to mobilize and accept deposits of foreign currency from domestic and foreign individuals, legal entities, and organizations residing in Laos into commercial banks located in Laos, in order to ensure security and compliance with the law. Individuals and legal entities may hold foreign currency in cash in amounts specified by the Bank of the Lao PDR for each period. If individuals or legal entities hold foreign currency in cash exceeding the specified amount and cannot clearly prove its source, such funds shall be deemed non-compliant with the law.
