Articles
Article 1
Purpose. This Decision stipulates principles, regulations, and measures to ensure uniformity in the management, tracking, and inspection of the use of special telephone numbers nationwide, aiming to encourage efficient and effective use, contributing to economic and social development.
Article 2
(Amended) Special Telephone Numbers. Special telephone numbers are a set of numbers composed of digits, letters, and/or one or more symbols, designed for ease of memory and to distinguish them from other types of telephone numbers. They may be used for dialing in, dialing out, and sending and receiving text messages within the Lao People's Democratic Republic.
Article 3
(Amendment) Definitions. The terms used in this Decision shall have the following meanings: 1. Operating entity means a company, enterprise, or other entity that operates various types of businesses in accordance with laws and regulations; 2. Telecommunications service provider means a telecommunications company authorized under laws and regulations to provide a certain type of telecommunications service; 3. Special telephone number use permit holder means a legal entity approved by the Ministry of Technology and Communications to use or provide special telephone numbers; 4. Service user means an individual or legal entity that uses special telephone number services (such as inbound calls and/or sending and receiving text messages); 5. Emergency work means urgent work carried out by the Party and the State to assist society and all parties, such as: hospitals, disaster warnings, firefighting, rescue operations, and foundations; 6. National-level important work means work determined by the Government for a specific national-level important task, such as: handling of epidemic outbreaks, natural disasters, Party and State meetings, major sports events, and other national-level important work; 7. Work of Party and State organizational bodies means specialized work of ministries and ministerial-level agencies nationwide, from central to local levels; 8. Non-profit work means work of domestic and international social organizations established in Laos, not affiliated with Party and State organizational bodies, operating in accordance with laws and regulations; 9. Telecommunications work management authority means the central and local organizations managing telecommunications work; 10. Telecommunications service usage fees mean installation fees, rental fees, inbound call fees, outbound call fees, inbound SMS fees, outbound SMS fees, and interconnection fees; 11. Central system providing special telephone number services means a central system for inbound calls, outbound calls, sending and receiving text messages, and interconnection that can be used by multiple persons simultaneously; 12. Special telephone number with provincial code means adding a provincial code to the front of an existing special telephone number to distinguish the scope of use belonging to which province/capital, and to increase the allocation form of special telephone numbers with limited quantity for efficient use; 13. Special telephone number used within the network by a telecommunications service provider means a special telephone number allocated to a telecommunications service provider for providing services only within its own network; 14. Special telephone number combined with telecommunications symbols means using a special telephone number in combination with one or more symbols at the front and/or back; 15. Reservation of a special telephone number means retaining a special telephone number for future use based on service demand.
