Article 1
Purpose. This Decision stipulates principles, regulations, and measures concerning the management of land and building price determination, aiming to systematize land administration work, make it efficient and effective, ensure clarity, transparency, traceability, and oversight in price determination, fee calculation, and registration of legal acts concerning land and buildings, enable land users and building owners to correctly exercise their rights and fulfill their obligations in accordance with laws and regulations, and contribute to increasing revenue for the state budget.
Article 2
Valuation of land and building prices. The valuation of land and building prices refers to the determination of price standards, used for calculating fees, processing registration of legal acts concerning land and buildings, and also serving as a basis for assessing land use for other purposes according to actual circumstances.
Article 3
Definition of terms. The meanings of the terms used in this Decision are as follows: 1. Symbols marked on the land and building price assessment area map: — The symbol "ຫຊ1—ຫຊ15" refers to the land and building price assessment zones within Huay Xai District; — The symbol "ຕຜ1—ຕຜ12" refers to the land and building price assessment zones within Tonpheung District; — The symbol "ມມ1—ມມ14" refers to the land and building price assessment zones within Meung District; — The symbol "ຜດ1—ຜດ11" refers to the land and building price assessment zones within Pha Oudom District; — The symbol "ປທ1—ປທ11" refers to the land and building price assessment zones within Paktha District. 2. Land price assessment map refers to the areas delineated for assessment in each zone, which have been surveyed and assigned unique codes for each district, accompanied by abbreviated letters (ຫຊ, ຕຜ, ມມ, ຜດ, ປທ). 3.
