Article 1
It is agreed that the urban development and management agency (Apo Botie) shall be responsible for collecting and managing the various revenue sources stipulated in the Provincial Governor's Decision No. 1069/ຈຂ-ບນ (promulgated on December 30, 2020, concerning the organization and activities of the urban development and management agency of Bokeo Province), with this instance specifically referring to the collection of garbage collection service fees. The detailed fee schedule for users of various garbage collection services is as follows (listing old price/kip/month and new price/kip/month by category): households of public officials, military personnel, police, etc.: old price 15,000, new price 20,000; row houses (10 units or more) at 10,000 kip per unit, total 120,000; row houses (fewer than 10 units) at 10,000 kip per unit, total 100,000; wholesalers of construction materials, electrical appliances, fuel, etc.: old price 40,000, new price 50,000; garbage from weddings, festivals, etc. (per trip): old price 200,000, new price 250,000; additionally includes special services (septic tank pumping per trip, sewage or wastewater pumping per trip, etc.).
Article 2
Assigns the Urban Development and Management Agency to collect revenues and manage expenditures in accordance with this Decision, regulations, laws, and the various revenues assigned to it for collection, without duplicating revenue collection with other departments, and to use that budget for various management tasks related to waste collection and disposal, specifically as follows: (1) Monthly payment of labor fees for waste collection workers and public green space maintenance personnel; (2) Payment of fuel costs for waste collection services; (3) Payment for parts procurement, vehicle maintenance, meal allowances, and necessary subsidies for personnel working overtime; (4) Use for municipal services and construction in Huay Xai urban area to ensure cleanliness, beauty, and order.
Article 3
Assign the Urban Development and Management Agency to formulate expenditure management regulations that are consistent with and appropriate to the actual situation. Expenditures at each stage shall be summarized and reported to higher authorities on a monthly, quarterly (3-month, 6-month, 9-month), and annual basis.
