Article 1
Purpose. This Decision stipulates the principles, regulations, and measures concerning the organization and implementation by the Agriculture and Forestry sector to manage, protect, and monitor forests and forest land, aiming to make forest resources abundant, increase forest coverage, enhance biodiversity related to people's livelihoods and the use of forest land and forests, ensure that people's use does not lead to scarcity, and aim to deal with violators, guarantee the quality of soil, air, biodiversity, and the environment is protected, develop in a green and sustainable direction, and contribute to the socio-economic development of this province.
Article 2
Management and Enforcement of Measures Against Violators of Laws and Regulations. — Management: refers to the maintenance, protection, development, and utilization of forest land, forests, and aquatic animals—wildlife, so as to ensure their sustainability. — Enforcement of Measures Against Violators of Laws and Regulations: refers to all prohibited acts or violations of the law within the field of agriculture and forestry.
Article 3
Term Definitions. The meanings of terms used in this Decision are as follows: 1. Prohibited hunting category of wild animals (List I): refers to rare and endangered wild animals; 2. Managed category of wild animals (Lists II and III): refers to wild animals that require management and, if not managed and protected, will tend toward extinction; 3. Hunting of wild animals: refers to searching for, catching, shooting, killing, luring, trapping, encircling, or other methods; 4. Protection forests, conservation forests (natural protection forests), and production forests: refers to all land areas, whether forested or not, designated by the State as protection forests, conservation forests, and production forests; 5. Destruction of forest land and forests: refers to cutting, felling, burning, causing tree death by any means, and using chemicals or other methods to degrade land quality, thereby causing damage to forest land and forests; 6. Encroachment on forest land and forests: refers to unauthorized changes in use, squeezing, occupying, settling, using, or other acts against forest land and forests; 7. Occupation of forest land and forests: refers to occupying forests and forest land in various forms without permission; 8. Acquisition of use rights: refers to granting the right to use a specific forest land and forest after full compliance with pre-agreed obligations or stipulated conditions; 9.
