Article 1

Purpose. This Decision stipulates the principles, regulations, and measures regarding the management, use, and follow-up inspection of pesticide work activities to ensure the quality, efficacy, and safety of pesticides for humans, animals, plants, and the environment, aiming to develop agricultural production in the direction of clean, green, and sustainable agriculture, capable of regional and international integration, and contributing to the province's economic and social development.

Article 2

Management and Use of Pesticides. The management and use of pesticides refers to the implementation of various measures regarding the management, use, and trading of pesticides, ensuring they are correct and comply with technical professional requirements to guarantee safety for health, life, property, the environment, and society.

Article 3

Interpretation of Terms. The terms used in this Decision shall have the following meanings: 1. Pesticide refers to chemical substances or compounds, including biological agents, used to repel, kill, or control harmful organisms and disease vectors, or to control plant growth; 2. Harmful organism refers to unwanted plants, insects, animals, and microorganisms that cause damage to plants, plant products, and the environment; 3. Disease vector refers to an organism, such as plants, animals, cockroaches, and mosquitoes, that transmits pathogens to humans, animals, plants, and the environment; 4. Prohibited pesticide refers to a pesticide whose production, import, sale, use, and other activities are banned to protect human, animal, and environmental health, including pesticides removed from the list of permitted uses of the Lao People's Democratic Republic; 5. Counterfeit pesticide refers to a product produced and packaged imitating a registered product, but whose toxic ingredients, trademark, or expiration date do not match the label; 6. Substandard pesticide refers to a pesticide whose toxic ingredients are too low or too high, contains impurities, or has other characteristics that do not meet registration standards; 7. Expired pesticide refers to a pesticide that has exceeded the expiration date shown on the label and has changed from its original state, such as caking, discoloration, and other conditions; 8. Pesticide waste refers to packaging containers, residual pesticides, and application equipment; 9. Toxic residue refers to a specific component of a pesticide remaining in plants, soil, water, food, agricultural products, or feed at levels exceeding standard values, as stipulated by the Ministry of Agriculture and Forestry, international organizations, or relevant regulations; 13. Biological pesticide refers to microorganisms, biological compounds, and plant extracts used to reduce populations of harmful organisms.
