Article 1
Purpose. This Decision stipulates the principles, regulations, and measures concerning the establishment, management, and inspection of livestock farm operations, including technical standards for all aspects of livestock farms of various scales, to ensure compliance with the Animal Husbandry and Veterinary Law, aiming to supply quality, clean, and safe livestock products for consumers, while ensuring environmental protection and contributing to the economic and social development of this province.
Article 2
Establishment and Operation Management of Livestock Farms. The establishment and operation management of livestock farms refers to determining the regulations and procedures for the establishment and operation of livestock farms, including good livestock farming practices according to technical specialties, such as permit processing, permit issuance, determination of farm standards, farm working conditions, fulfillment of farm operator obligations and rights, management and inspection systems, and the determination of management and inspection systems by local administrative agencies.
Article 3
Interpretation of Terms. The terms used in this Decision shall have the following meanings: 1. Livestock farm refers to a facility permitted by the State for individuals, legal persons, and organizations to establish, used for large-scale breeding and raising of animals to produce goods for domestic sale and export, adopting investment and intensive farming methods, supplemented by management and scientific technology, including buffalo-cattle farms, pig farms, goat farms, meat-type and egg-type poultry farms, breeding stock farms, improved breed production farms, and livestock breed improvement farms; 2. Veterinarian refers to a person who has obtained a certificate or has undergone professional veterinary training; 3. On-farm livestock technician refers to a person working in a livestock farm or for the State in livestock activities, possessing professional expertise in livestock farming; 4. Livestock-veterinary consultant refers to a livestock-veterinary expert who works part-time for the operator of a livestock farm under a contractual agreement; 5. Operator refers to an individual, legal person, or organization permitted to establish and operate a livestock farm; 6. Animal registration and marking refers to the creation of record documents, assigning a number or mark to each animal, or establishing a ledger for group or herd coding.
