Article 1
(Amended) Purpose. This Decision stipulates the principles, regulations, methods, and measures for the management and development of Huay Xai City, determining revenue collection and the use of funds for urban development, in accordance with laws and regulations, to develop Huay Xai City into a political, economic, socio-cultural center and a tourist town of Bokeo Province, aiming to ensure social peace, safety, and order, and to create conditions for it to become a comprehensively developed and robust city of Bokeo Province.
Article 2
(New) Management and Development of Huay Xai Town. Management and development of Huay Xai Town refers to the management and development of Huay Xai Town within the scope of 18 villages, implemented in accordance with the "Four Excellences" slogan of Huay Xai District, namely: Enhancing the leadership capacity and exemplary role of the Party, strengthening the unity of all ethnic groups, concentrating all efforts on defending and developing Huay Xai Town to make it solid, strong, prosperous, and progressive, building Huay Xai Town into a livable town and protecting the environment, jointly putting the "Four Excellences" slogan of Huay Xai District into practice. Revenue collection and fund utilization refer to managing revenue and expenditure through the collection of service fees and various obligatory fees not duplicating those of other departments (from movable property, immovable property, and other aspects).

(Amendment) Interpretation of Terms. The terms used in this Decision have the following meanings: 1. Urban administration refers to the regulation and administrative management of towns under the law, aimed at the planned development of towns and the construction of civilized towns; 2. Construction management refers to the research and review process for issuing permits, controlling, tracking, and inspecting construction to ensure compliance with permits; 3.
