Article 1

Purpose. This Decision is formulated to prescribe principles, regulations, and measures for the management and development of industrial zones and industrial parks, in order to concentrate factories within a single area, enabling the state to systematically plan land use, promote domestic and foreign investment in the establishment of industrial zones and industrial parks, strictly protect the environment in line with green development policies, and aim to promote production for domestic consumption and export abroad, generate revenue for the state budget, and foster continuous and sustainable socio-economic development.

Article 2

Development of Industrial Zones and Industrial Parks. An industrial park refers to a land area that has been fully developed with a complete system of infrastructure, such as roads, drainage systems, waste treatment systems, flood control systems, electricity, water supply, telecommunications, buildings, housing, warehouses, and other necessary facilities to serve the operation of industrial factories. An industrial zone refers to a land area reserved or designated for the establishment of processing industrial factories or for engaging in other business activities such as factory production, processing, and services.

Article 3

Interpretation of Terms. The terms used in this Decision have the following meanings: 1. Industrial Zone, refers to a land area reserved or designated for the establishment of processing industry factories or for serving industrial business activities, and officially approved by the provincial government; 2. Industrial Park, refers to a large land area that has been developed with a complete infrastructure system (such as roads, drainage systems, waste treatment systems, electricity, tap water, telecommunications, buildings, housing, warehouses, and other necessary facilities), used to serve the operation of industrial factories for domestic sale and export; 3. Export Processing Industrial Park, refers to an industry dedicated to production for export, or an export processing industrial zone, determined according to the provisions of the Processing Industry Law; 4. Developer, refers to the owner or legal person who invests in developing infrastructure within the area designated as an industrial zone or industrial park, to equip it with a full set of facilities, such as land leveling, constructing roads within and connecting to the industrial park, installing electricity, tap water, and telecommunications systems; 5. Investor, refers to an individual or legal person who has obtained an investment license and completed enterprise registration, to lawfully engage in production, trade, and service activities within an industrial zone or industrial park in accordance with the laws of the Lao People's Democratic Republic.
