means the service of receiving, sending, distributing postal items, printing and selling postage stamps, post office box service, letter boxes, selling postal products, receiving and sending electronic information and data services, and postal financial services.

Article 4 Provincial Policy on Postal Work
The terms used in this agreement have the following meanings:
Postal service means: providing facilities and serving society in postal matters such as: item delivery service, information service, financial service, product service or other postal services;
Postal information service means: the service of receiving, sending and providing information through the postal network, both in document and electronic form;
Postal facility service means: the service of assisting in the preparation of postal items before dispatch and distribution;
Postal financial service means: the service of conducting financial transactions through the postal network;
Postal product service means: the production and sale of souvenirs and other items according to postal principles;
Postal item means: objects sent through the postal service, including letters, postal parcels and postal transport (postal logistics);
Letter means: correspondence, postcards, documents and small parcels weighing not more than two kilograms per item or tube;
Postal parcel means: objects packed in boxes or parcels weighing more than two kilograms but not exceeding fifty kilograms per box or tube;
Postal transport (postal logistics) means: large or specially shaped items weighing more than fifty kilograms but not exceeding two hundred kilograms per item (box, tube, pallet);
Delivery mode means: the method of delivery from one country to another and within the country, possibly through land, water and air transport vehicles;
Delivery route means: the route connecting to the destination country, which route may connect to one or more countries.
The provincial administration encourages and promotes individuals, legal entities or organizations, domestic and foreign, to invest in the construction and development of postal services, protects the legitimate rights and interests of service providers and users, creates a management environment to promote investment, business operations and competition among operators in the sector to be fair, promotes the expansion of the postal network widely, ensures standards, quality and safety for society to use universally.
