Article 1 Waste Management
Waste management is the administration and management of waste correctly according to methods, mainly: storage, treatment, incineration, landfill and reuse (separation), following the procedures and specific regulations prescribed in detail, including ensuring no littering along roadsides, riverbanks and other prohibited places.
The most efficient waste management can minimize the amount of garbage that must be sent for disposal by various systems and can bring waste back to beneficial reuse, such as reuse and recycling for reuse, including disposal with returns such as composting, converting waste into energy and recycling.

Article 2 Definition of Terms
The terms used in this agreement have the following meanings:
1. Waste: refers to objects, chemicals, or any substances that individuals or legal entities do not need or cannot use or can no longer use, such as: used oil, garbage, wastewater, and other toxic or non-toxic substances.
2. Environment: refers to all living and non-living things, whether naturally occurring or man-made, surrounding any target, such as: people, animals, plants, etc., which are interrelated and affect each other positively or negatively on the life, production, stability, and development of humans and nature.
3. Pollution: refers to chemicals, radioactive substances, dust, smoke, including sound, light, color, odor, vibration, and heat, which are mixed into air, soil, water, with concentrations exceeding environmental quality standards and national pollution control standards, arising from human activities or natural causes, affecting life, human health, animals, plants, and ecosystems.
4. Toxic chemicals: refer to objects or poisons mixed into air, soil, or water that cause adverse effects on living and non-living things.
5. Ecosystem: refers to the interrelationships, both positive and negative, between living and non-living things that exist naturally.
6. 3R system: means reduction of use, reuse, and recycling.
7. Green: refers to increasing green areas, zones with trees providing shade and fresh air, rich in various plant species, such as: public parks, kitchen gardens, ornamental flower gardens, lawns, roadside and riverside trees, and efficient use of natural resources.
8. Clean: refers to pure air, clean water, uncontaminated soil, free from garbage, including cleanliness of places such as: residences, service places, and roads.
9. Beautiful: refers to arranging, decorating, or adorning to be orderly and aesthetically pleasing.

Article 4 Policy on Waste Management
Provincial administrations prioritize, promote, encourage, and organize waste management in accordance with technical principles to ensure a clean society, fresh air, and a livable environment, guaranteeing that the surrounding environment improves day by day in a green, clean, beautiful, and sustainable direction.
Provincial administrations promote, encourage, and raise awareness and educate the whole society to understand the benefits of waste management, including human resource development, infrastructure construction, environmentally friendly scientific and technological research, ensuring the protection, restoration, and rehabilitation of the environment for continuous improvement.
Provincial administrations facilitate and mobilize individuals, legal entities, organizations, both public and private, domestic and foreign, to participate and contribute to waste management and the development and protection of the environment for gradual sustainability.
