Articles
Article 1
Assign the county administrative authorities, village administrative authorities, various agencies, companies, and citizens residing in Bokeo Province to further enhance responsibility, prevent, curb, control, and resolve issues of forest fire spread and haze, burning of forest land, burning of fields, gardens, and large-scale burning of garbage, and to handle these promptly in all locations within urban areas and suburbs; therefore, wherever a fire occurs, the head of the organization and the administrative authority at that location shall be directly responsible for thoroughly controlling and resolving it.
Article 2
Measures for containing and controlling fires, dust, and smoke haze shall be strictly implemented in accordance with relevant legal provisions as follows: 2.1 Strictly enforce Article 68, paragraphs 3 and 4 of the Environmental Protection Law (No. 29, December 18, 2012) regarding the prohibition of large-scale indiscriminate burning of waste. 2.2 Prohibit the burning of forest land, fields, and indiscriminate burning of gardens, in accordance with Article 135, paragraph 1 of the Forestry Law (No. 64, June 13, 2019) and Article 56, paragraph 11 of the Fire Prevention and Firefighting Law (No. 09, December 24, 2007). 2.3 Enhance responsibility, monitor, inspect, and identify sources of fire and large waste accumulation points within respective jurisdictions, formulate preventive measures, and prepare all conditions and arrangements in advance to respond promptly. 2.4 Assign District Mayors, Village Heads, heads of departments and agencies, and school principals to focus on educating personnel, civil servants, workers, and people of all ethnic groups to recognize and understand the hazards of large-scale waste burning, forest land burning, farmland burning, and indiscriminate garden burning, and to thoroughly grasp relevant laws and sub-legal normative documents, heighten vigilance, participate in prevention, and join actions to resolve fires and smoke haze, carrying out organized activities within their residential jurisdictions.
Article 3
Measures against those who cause fires resulting in polluting smoke haze and causing harm to surrounding people and society: They shall be warned and, depending on the severity of the case, subject to civil or criminal proceedings, handled in accordance with relevant legal provisions; particular attention shall be paid to implementing Article 69 of the Law on Fire Prevention and Firefighting (No. 09, December 24, 2007); Articles 92 to 97 of the Law on Environmental Protection (No. 29, December 18, 2012); Articles 167 to 173 of the Law on Forests (No. 64, June 13, 2019), among others.
