Article 1

Electricity consumption shall comply with the following provisions: 1.1 All personnel shall proactively and highly consciously conserve electricity, paying attention to turning off lights, air conditioners, unplugging power cords, and disconnecting electric water heaters; turn off equipment when leaving work or when not in offices, and only activate public areas under their responsibility when necessary; for example, during the lunch break from 12:00 to 13:20, office lights shall be consciously turned off, except where technically necessary, such as equipment control rooms and server rooms. 1.2 Electricity conservation shall be prioritized in government offices, corridors, and public restrooms on each floor; where outdoor lighting can be fully utilized, electric lights shall be turned off, and the same applies to offices; if outdoor lighting can be used, turn off lights to conserve electricity and protect personnel health. 1.3 Electricity conservation for public service use shall comply with the following: streetlight switching, winter (October to February) on at 18:30, off at 6:00; summer (March to September) on at 19:00, off at 5:30. Landscape lights in parks and various venues shall only be used during important events. 1.4 The power supply installation system in government offices shall be regularly and continuously inspected to track electricity usage, for example: excessive electricity use in a single room shall be avoided, duplicate lighting installations shall be avoided, and low-energy lamps shall be introduced into offices and used as appropriate; if existing lamps are found to consume excessive electricity, improvements shall be studied to make them more energy-efficient. 1.5 Lighting systems shall transition to energy-saving modes: public lighting systems in corridors and restroom areas shall be equipped with automatic switch sensors, so that lights are only on when people are present or when lighting is insufficient, and centralized switch installations connecting multiple lights to a single switch shall be avoided. 1.6 Air conditioning in offices, workrooms, and government agencies shall ensure temperature control at 25 degrees Celsius, and doors and windows shall be closed to reduce continuous air conditioner operation; air conditioners shall not be left on when not in the office, and once the room is cool, air conditioner use shall be reduced; air conditioners shall be turned off at least 30 minutes before leaving the office or at an appropriate time to maintain tolerable coolness; air conditioners shall be turned off during the lunch break from 12:00 to 13:20, and filters shall be cleaned regularly. 1.7 When using computers, photocopiers, and other electrical appliances, they shall be turned off and lights shall be turned off after use, each time upon leaving the office, and they shall be used correctly and regularly in accordance with the technical standards for each type of appliance. 1.8 When using meeting rooms, the person responsible for the meeting room shall consciously turn on and off various electrical appliances each time before leaving the meeting room, for example: turn on the air conditioner 16 minutes before the meeting starts, and turn off the air conditioner 15 minutes before the meeting ends; lighting and service equipment shall be turned on during the meeting. 1.9 Signs shall be posted in appropriate locations to remind users to turn lights on and off when necessary. 1.10 Each department shall appoint a responsible person to compile monthly electricity consumption and payable amounts according to each meter's bill, as data for analyzing increases or decreases in electricity usage and costs, report to the unit's leadership, and simultaneously provide data for annual budget allocation, calculated based on per capita annual averages to ensure sufficiency; if abnormal increases in electricity costs are found, meter readings, electricity usage conditions, and various technical issues shall be reviewed for timely and transparent resolution. The Provincial Department of Finance is tasked with overall budget management to pay electricity and tap water fees for all state agency offices. 1.11 Other appropriate methods and measures to reduce electricity consumption shall be sought, for example: the use of elevators (lifts) in government agencies and offices shall be for three floors or more; if only going up or down one or two floors, stairs should be used, both for exercise and health and to conserve electricity. 1.12 For newly built government offices, when designing and installing the power supply system, such as meter boxes, air conditioning systems, lighting installation points, and other electrical appliances, the most energy-efficient methods shall be adopted to reduce costs, avoid extravagance, and adapt to the characteristics of each office. 1.13 To achieve sustainable conservation, the use of alternative energy (solar energy) shall be studied. 1.14 It is strictly prohibited to privately connect electricity from government or state agency meters for household or personal private gain.
