Article 1

Suspend all ongoing and previously conducted activities within the cultural land and various types of tourism land areas in Bokeo Province, such as: industrial development, agriculture, infrastructure construction, construction, land excavation and filling, encroachment and enclosure of land, deforestation, land leasing or concession, and other improper acts; among these, suspend all construction activities of individuals and legal entities within the reserved area of Pha Pha Bak Nao in Huay Xai District, and suspend improper acts of encroachment, enclosure, and deforestation for use as livestock grazing grounds within the tourism land area of the Nam Geng Hot Spring source in Nam Pha Village, Dong Phou Vieng District.

Article 2

Assign the district chief to lead relevant departments, appoint a responsible team, and go to the countryside to inspect and collect various types of data; if any activities are found to be carried out within the cultural and tourism land use area, even if they hold complete permits, but do not comply with laws and regulations, all permit documents must be revoked, and then the matter shall be handled correctly and promptly.

Article 3

Instruct the Provincial Department of Information, Culture and Tourism, and the District Chiefs of the five districts, in coordination with the Lao Front for National Construction, the Department of Natural Resources and Environment, the Department of Agriculture and Forestry, the Provincial Department of Foreign Affairs, and relevant agencies, to appoint responsible teams to conduct field surveys, delineate boundaries, measure areas, draw maps, define usage zones, and study and formulate detailed regulations on the management, protection, development, and use of various types of land. Subsequently, submit these to higher authorities for review and approval, and print and erect informational signs to ensure widespread public awareness.
