Article 1
Assign the Party Committee, leadership team, and county governors of relevant departments to enhance their responsibility, strictly within their scope of duties to track, inspect, prevent, control, and resolve the issue of illegal opium cultivation; provinces, counties, and provincial-level relevant departments must closely coordinate to jointly resolve illegal deforestation for opium cultivation; decompose and implement responsibilities within the Party Committee and county standing committees, deeply lead and supervise, and resolve on-site in key village groups; if any county has people illegally cultivating opium, the responsibility shall be assigned to that county to proactively and thoroughly resolve it, and coordinate with provincial-level relevant departments to, as appropriate, go to the field to assist in resolution, while combining this with building a political foundation, conducting political and ideological education from the source, enabling the people to understand and comprehend laws, regulations, and the policies and guidelines of the Party and the State, to know how to steadily and sustainably develop livelihoods, and combine this with mobilizing people who have long roamed and lived in forests and camps to return to villages for productive livelihoods.
Article 2
Assign the grassroots Party committees, village Party branch secretaries, and all departments of village organizational structures to participate in resolving the issue of opium cultivation, commencing from land leveling, collecting seedlings, and eradicating opium plants, and mobilizing opium addicts to voluntarily undergo treatment.
Article 3
The Provincial Military Command and the Provincial Security and Stability Command are tasked to proactively coordinate and cooperate with each district, formulate detailed action plans, and thoroughly assign work tasks to their subordinate units at the district level, coordinating with relevant sectors to develop specialized force plans, conduct operations in rural areas, and thoroughly resolve issues at the source in each period.
