Article 1
Purpose. This Decree stipulates the principles, systems, and measures for the establishment, management, supervision, and inspection of dual-use items and dual-use goods (hereinafter respectively referred to as "dual-use items" and "dual-use goods"), in order to promote national socio-economic development, opening up, and sustainable growth, protect the rights and interests of the state, developers, operators, and merchants, and promote domestic and foreign investment.
Article 2
Dual-use items and dual-use goods. Dual-use items refer to goods, areas, and business activities designated by the Government (GOC) for use in administrative management, processing, assembly, transportation, distribution, warehousing, and goods distribution, as well as the provision of goods and services to domestic and international markets; dual-use goods refer to the wholesale and retail business of operating single or multiple categories of goods and the provision of goods entering or leaving the sovereign territory of Laos (such as goods in free zones, goods for processing, etc.), the operation of which must be declared to customs and relevant authorities in accordance with laws and regulations.

Definition of Terms. This section defines the terms used in this order, including "Electronic method of declaration to customs and relevant authorities," "Customs control," "Developer's obligations," "Developer," "Commercial investor," "Commercial operator," "Import," "Other taxes and fees," "Smart zone," "Goods storage area," etc. [Some definitions are pending verification due to severe OCR damage.]
