Summary
This Prime Minister's Decree stipulates principles, regulations, and measures for managing teacher civil servants in Lao public educational institutions, covering teacher definitions and professional groups, student-teacher ratios and teaching hours, grades and levels, recruitment and probation, remuneration, administrative and academic positions and honorary titles, evaluation, training, rights, obligations, prohibited acts, management supervision, and rewards/punishments. Effective from May 9, 2023, replacing relevant provisions of the 2012 Decree No. 177 on Civil Servants.

Article 1
Purpose. This Prime Minister's Decree stipulates principles, regulations, and measures concerning the management and tracking inspection of teacher civil servant work, to serve as a basis for teacher civil servant management agencies at all levels to carry out the aforementioned work, making this work systematic, unified, efficient, and effective, aiming to ensure the fulfillment of duties in cultivating human resources and developing teachers, equipping them with knowledge and capabilities to contribute to the national socio-economic development.
Article 2
Teachers as Civil Servants. Teachers as civil servants refer to personnel who are recruited into public educational institutions, perform teaching duties, impart knowledge, educate and cultivate, conduct research and exploration, assist, promote, facilitate, and help learners in various forms, and receive salaries and subsidies from the state budget.
Article 3
Interpretation of Terms. The terms used in this Prime Ministerial Decree have the following meanings: 1. Preschool education teachers refer to personnel performing duties in nurseries, kindergartens, and pre-primary classes; 2. Primary education teachers refer to personnel performing duties in lower primary schools and full primary schools (both on-campus and off-campus); 3. Secondary education teachers refer to personnel performing duties in lower secondary schools, upper secondary schools, and full secondary schools (both on-campus and off-campus); 4. Vocational education teachers refer to personnel performing duties in training centers, schools, colleges, and vocational education institutions; 5. Higher education teachers refer to personnel performing duties in colleges, educational institutions, and universities; 6. Teachers holding management positions in educational institutions refer to university rectors, college deans, and heads of colleges, centers, schools, and nurseries.
