Summary
This Law establishes the fundamental systems and norms in the field of science and technology, aiming to promote scientific research, technological development and application, and to advance innovation-driven development in science and technology. This Law applies to science and technology activities and related management within the territory, clarifies the responsibilities of competent authorities, encourages and supports scientific research activities, regulates the commercialization of technological achievements and the protection of intellectual property rights, so as to enhance the nation's scientific and technological strength and serve economic and social development.

Article 1
Article 1 (Amended) Purpose
This Law prescribes principles, regulations, and measures concerning the management, monitoring, and inspection of science and technology activities, in order to ensure the systematic development of such work, aiming to promote and advance scientific research, the application of science and technology, technology transfer, inventions, innovations, and advanced technical services, capable of aligning with regional and international standards, thereby contributing to the promotion of industrialization and modernization, socio-economic development, and national defense.
Article 2
Article 2. (Amended) Science and Technology
Science refers to systematic knowledge about the phenomena, essence, and laws of nature and society, including matter and concepts, and knowledge verified through research, investigation, testing, and field experiments.
Technology refers to the process of using tool systems, energy, means of transport, methods, and specialized production techniques to convert resources into products to serve society.
Article 3
Article 3 (Amended) Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Innovation refers to the application of knowledge, capabilities, production techniques, and experience in science and technology to conduct research, invent, create services, develop high-quality products and goods, and introduce them to society in new forms;
2. Basic scientific research refers to the process of activities in the fields of natural sciences and social sciences aimed at increasing fundamental knowledge in science;
3. Applied scientific research refers to the process of activities that apply fundamental knowledge in science to create products serving society;
4. Technology transfer refers to the transfer of all or part of the ownership or usage rights of technology from the transferor to the transferee, particularly know-how, experience, processes, techniques or methods, tools, equipment, machinery, vehicles, etc.;
5. Experimental promotion refers to the dissemination of scientific research results to experimentally create new technologies and new products;
6. Experimental production refers to the use of results from the experimental promotion of new technologies to conduct trial production and test products on a small scale before mass-producing them for society;
7. Scientific and technological research and development infrastructure refers to the material and technical basis of organizations (such as research institutes, technology research and testing centers conducting scientific and technological activities), particularly the standards system and metrology;
8. Clean technology refers to technology that is of high quality, environmentally friendly, and has minimal impact on the environment, society, and nature;
9. Biotechnology refers to the application of scientific knowledge about biological systems or biological components to create or modify specific products and processes;
10. Nanotechnology refers to the process of creating or analyzing matter at the smallest scale using physical, chemical, and biological methods at the nanometer scale (one billionth of a meter) of atoms and molecules, which is accurate and precise and can be applied in various fields, particularly medicine, electronic devices, and biotechnology.
