Article 1
Purpose. This Decision provides regulations and measures for the management and use of funds for environmental technical monitoring and inspection and river basin management, unifying them nationwide, to ensure the flexibility, speed, fairness, and transparency of fund supply, in compliance with laws and regulations, aiming to make the aforementioned work efficient and effective, and to contribute to the management of natural resources and the environment, as well as the green and sustainable development of the economy and society.
Article 2
Management of Environmental Technical Monitoring and Inspection Funds and Basin Management Funds. The management of environmental technical monitoring and inspection funds and basin management funds refers to the management of revenues and expenditures of environmental technical monitoring and inspection funds and basin management plan funds derived from various projects or types of business activities. Such funds are transferred through the Environmental Protection Fund to the Ministry of Natural Resources and Environment for use in nationwide environmental technical monitoring and inspection work, basin management work, and natural resources and environment management work, including the handling of environmental emergencies.
Article 3
Scope of application. This Decision applies to departments, bureaus, and institutes within the Ministry of Natural Resources and Environment, as well as to provincial and capital Departments of Natural Resources and Environment and district and municipal Offices of Natural Resources and Environment, which use funds for environmental technical monitoring and inspection and funds for watershed management nationwide.
