Article 1
Purpose. This Decision stipulates regulations and measures concerning the registration of operators engaged in the import and export of goods in the Lao People's Democratic Republic, in order to centrally and uniformly track the import and export of goods nationwide, bring trade into a standardized system, ensure the management of revenue from imported and exported goods and foreign exchange settlement, promote the production of domestically potential goods, and contribute to the national economic and social development.
Article 2
Registration of Goods Import and Export Operators. The registration of goods import and export operators involves collecting information on operators dealing in import and export goods subject to government-specific control over revenue and settlement, as well as goods sensitive to people’s livelihoods. Before importing or exporting goods under government control or sensitive to people’s livelihoods, importers and exporters must register with the Ministry of Industry and Commerce. The Ministry of Industry and Commerce, as the lead entity, shall coordinate with relevant authorities to determine the list of such goods requiring registration in phases.
Article 3
Definition of Terms. The terms used in this Decision shall have the following meanings: 1. Goods importer or exporter refers to enterprises and foreign merchants authorized to engage in the import and export of goods in accordance with laws and relevant regulations; 2. Goods refers to products with economic value, imported or exported for the purposes of production, processing, consumption, and sale, as specified in the "Commodity Catalog and Unified System Tariff Rate Manual"; 3. Registration certificate refers to a document certifying that a goods importer or exporter has completed registration, issued by the Import and Export Department of the Ministry of Industry and Commerce for goods subject to government control and sensitive to people's livelihoods.
