Articles

Article 1

Purpose. This Decree prescribes principles, regulations, and measures for imposing fines and taking other actions against violations of metrology laws and regulations, serving as a basis for relevant enforcement officers to correctly, strictly, and uniformly penalize violators and take measures nationwide. It aims to ensure that metrology activities of individuals, legal entities, and organizations are lawful and compliant, guarantee transparency and fairness, protect the rights and interests of consumers and business operators, and contribute to the country’s economic and social development.

Article 2

Fines and Other Measures. Fines are financial measures imposed on persons who commit administrative violations (which do not constitute criminal offenses related to metrology). Measurement standard: refers to a standard sample with high accuracy value used in the comparison, calibration, and re-inspection of general-purpose measuring instruments and equipment; 2. Measuring instruments and equipment: refers to instruments and equipment manufactured for inspection and verification of correctness in the processes of production, service, exchange, and trade; 3. Sealing device: refers to an item or object installed by law enforcement personnel on measurement standards, measuring instruments, and equipment to prevent modification or alteration; 4. Modification: refers to altering measurement standards, measuring instruments, and equipment that do not conform to the prescribed technical standards.
