Article 1
Purpose. This Decision stipulates the principles, regulations, standards, and measures concerning strong and stable village administrative management bodies, serving as the basis for local administrative management bodies to evaluate strong and stable village administrative management bodies, with a view to contributing to the construction and development of villages.
Article 2
Strong and Stable Village Administrative Agencies. A strong and stable village administrative agency means: the village administrative agency is fully organized, implementing its functions, roles, rights, and responsibilities as prescribed by laws and regulations; its activities achieve objectives in accordance with the planned direction of the village at each stage, and it is capable of effectively leading and managing all village work.
Article 3
Guidelines. The organization and implementation of building a strong and stable Village Administrative Committee shall follow these guidelines: 1. Ensure uniformity and correct compliance with laws and regulations; 2. Maintain security, order, and unity; 3. Ensure continuity and stability in implementation; 4. Prioritize quality over quantity.
