Article 1

Article 1 Purpose
This Law stipulates principles, regulations, and measures regarding the management, monitoring, inspection, and control of dam safety work, in order to make the research survey, design, construction, operation, and formulation of emergency response plans for dams efficient and effective, aiming to ensure the prevention of impacts on the lives, health, property of the people and the state, as well as the environment, contributing to the national economic and social development in a green and sustainable direction.

Article 2 Dam Safety
Dam safety refers to ensuring technical standards in the research, survey, design, construction, and operation of dams and reservoirs, so as to achieve safety, durability, and stability, and to prevent negative impacts on the lives, health, and property of the people and the state, as well as on the economy, society, and the environment.
