Article 1
Purposes and Objectives. I. Purposes: 1.1. To prescribe the principles and procedures for the establishment, dissolution, merger, division, and renaming of villages, ensuring compliance with legal principles; 1.2. To facilitate the management, development, and livelihood of the people; 1.3. To ensure consistent understanding and correct implementation by all parties during organization and execution, and to align with local economic, cultural, and social development conditions. II. Objectives: 2.1. To establish legal principles serving as a jurisprudential basis for local administrative agencies to study and organize implementation; 2.2. To make villages strong and stable, capable of exploring, promoting, and utilizing potential advantages to provide impetus for development and improve the people's living standards; 2.3. To meet the practical needs of the people and the requirements of national economic and social development.
Article 2
Guidelines. The organization and implementation of the establishment, dissolution, merger, division, and renaming of villages shall follow these guidelines: 1. Based on the policies and guidelines of the Party and Government, be correct and in compliance with laws and regulations; 2. Adapt to the special circumstances, necessary conditions, and development of the locality; 3. Ensure uniformity; 4. Maintain security and unity.
Article 3
Procedures and Document Composition for Establishment, Dissolution, Merger, Division, and Renaming of Villages. I. Procedures: The establishment, dissolution, merger, division, and renaming of villages shall follow these steps: 1.1. The Internal Affairs Office shall, after research, propose to the District Mayor, Town Mayor, or City Mayor to appoint a committee responsible for the establishment, dissolution, merger, division, and renaming of villages; this responsible committee shall consist of: - The Deputy Party Secretary in charge of internal affairs, Deputy District Mayor, Deputy Town Mayor, or Deputy City Mayor as Chairperson; - The Head of the Internal Affairs Office as Vice Chairperson; - A representative of the Organization Committee as a member; - A representative of the Office as a member; - Several representatives from relevant departments as members. 1.2. The responsible committee, in coordination with the Internal Affairs Office, shall act as an advisory body, conduct research, and proactively collect data to prepare an analysis report for the establishment, dissolution, merger, or division of villages, and a report for the renaming of villages; 1.3. The responsible committee shall propose to the District Mayor, Town Mayor, or City Mayor for consideration and prepare to compile the annex dossier; 1.4. The District Mayor, Town Mayor, or City Mayor shall propose to the Provincial Governor or City Mayor for consideration. II. Document Composition. The document composition for the establishment, dissolution, merger, division, and renaming of villages is as follows: 2.1. An analysis report for the establishment, dissolution, merger, or division of villages, including: overall situation, necessary reasons, level of readiness, favorable conditions, difficulties, challenges, strengths, weaknesses, solutions, and other matters; 2.2. A report on the renaming of villages; 2.3. Annex documents of the village; 2.4. Other relevant documents.
