Article 1
Purpose. This Decision stipulates the principles and regulations regarding the meaning of people's participation in financial contributions, serving as a basis for implementation by village organizations. It aims to promote and mobilize people's participation, enhance the village's sense of ownership and creativity, explore and utilize potential to gradually develop the village into a development unit.
Article 2
Meaning. People's participation in rural development refers to the mobilization of funds from individuals, organizations, and business entities located within the village's jurisdiction, contributing in the form of money, materials, or labor to participate in target tasks, plans, projects, or activities belonging to rural development, and coordinating with the inclusion of necessary comprehensive tasks assigned to the village by higher authorities.
Article 3
Principles. People's participation in rural development must ensure the principles of democratic centralism, equality, fairness, legality, openness, transparency, and accountability.
