Article 1
Purpose. This Agreement stipulates principles, regulations, and measures for activities related to monitoring, inspection, and implementation of fire prevention and firefighting work, aiming to ensure that all aspects—namely state agency organizations, society, business operators, and people of all strata, whether domestic or foreign, living and operating in Savannakhet Province—have an understanding of fire prevention and firefighting work, and strive to reduce and decrease the occurrence of fires.
Article 2
Significance and Importance of Fire Prevention and Fighting. As society continuously develops and the economy grows rapidly, the demand for electricity, chemicals, explosives, fuel oil, gas, and other flammable materials increases. Once a fire occurs, it can easily spread, causing severe losses. Therefore, fire prevention and fighting work is very important and is a societal obligation. Everyone must recognize, understand, and bear responsibility to protect the property of the state, collectives, and citizens, and to prevent the occurrence of fires.
Article 3
Interpretation of Terms. "Fire extinguishing" means using professional forces, vehicles, equipment, and technology to extinguish a fire. "Fire prevention" means formulating fire prevention plans in advance, and taking preventive measures by establishing fire prevention systems and implementing various measures such as publicity, education, and training. "Fire" means a hazard caused by burning. "Forces" means fire prevention and extinguishing police forces, as well as fire prevention and extinguishing forces of agencies and village organizations. "Vehicles" means vehicles used for fire extinguishing. "Old buildings" means buildings that have been previously used. "New buildings" means newly constructed buildings, or buildings newly constructed but not yet put into use. "Fire extinguisher" means modern fire extinguishing equipment. "Chemical foam" means foam liquid mixed with water. "Agency-institution" means state organizations and business units. "Emergency water tank" means a water tank installed within a building. "Sprinkler head (ສະປິງເກິ່)" means an automatic fire extinguishing sprinkler head installed on the ceiling of a building. "Village force" means the village fire prevention and extinguishing force established in accordance with the law.
