Article 1

Purpose. This Agreement stipulates the principles, rules, and measures concerning the management and follow-up inspection of water resource use, permits for the use of surface water and groundwater, and the issuance of licenses for water use and wastewater service operations, in order to ensure water use that is goal-oriented, economical, reasonable, and efficient, and to protect water and water resources in a green and sustainable direction, aiming to meet the needs of people's livelihoods, agricultural production, industry, transportation, sports and tourism, and other water use objectives, thereby contributing to the economic and social development of this province.

Article 2

Water Use. Water use refers to the utilization of surface water and groundwater for a specific purpose, including use for drinking and domestic purposes by citizens, power generation, irrigation, industry, mineral extraction and processing, tap water production, recreation, sports, tourism, and other purposes, as well as services related to water use, and drilling or excavating groundwater for a specific purpose.

Article 3

Terminology interpretation. 1. Surface water source refers to water located on the earth's surface, such as rivers, streams, creeks, canals, lakes, ponds, reservoirs, wetlands, marshes, waterfalls, cave water, and cliff drips; 2. Groundwater source refers to water sources located underground, in layers, blocks, veins, or mixed with soil, such as springs, wells, mineral water, confined water, and subsurface flow; 3. Groundwater refers to natural water located underground, such as springs, wells, mineral water, confined water, and subsurface flow; 4. Confined water refers to groundwater drilled or excavated from aquifers at a depth of fifteen meters or more underground, which are closed aquifers with soil layers and saturated rock layers; 5. Spring water refers to groundwater located in open aquifers, accessible by excavating to the aquifer; 6. Groundwater drilling or excavation refers to drilling or excavating through soil and rock layers to extract water for various purposes; 7. Dams and weirs refer to structures that intercept water flow and store water in reservoirs to generate electricity, create hydraulic power, or establish irrigation; 8. Reservoir refers to a water storage system created by digging ponds, damming streams, or damming rivers to store water, ensuring sufficient water supply with a margin to meet the needs of living, agricultural production, society, and natural environmental evolution; 9. Catchment area refers to the land, water bodies, and forested areas from the water source to the water outlet, with watersheds where rainwater converges into a water source system; 10. Groundwater well data collection refers to collecting and summarizing data on springs and groundwater quantities, including the location, coordinates, width, depth, water level, and groundwater quality of drilled or excavated wells; 12. Wastewater refers to water containing pollutants exceeding national environmental standards, or water whose quality has changed after use, originating from domestic, agricultural, industrial, and other activities; 13. Wastewater treatment pond refers to a pond that removes or eliminates pollutants from water until they are completely eliminated or reduced to the minimum specified standards, without causing pollution to society and the natural environment.
