This Law applies to individuals and entities engaged in foreign exchange-related activities within the Lao PDR, establishes the scope of lawful foreign exchange usage, and prohibits unauthorized foreign exchange operations, in order to safeguard financial order and national economic security.

Article 1
Article 1 (Amended) Purposes
This law defines the principles, regulations and measures to effectively and
efficiently support and promote currency circulation, trade, service, effective and
efficient investment; strengthening external balance of payment and foreign exchange
reserves, aimed at enhancing the stability of Lao Kip; broadening international
economic corporation and contributing to the national socio-economic development of
Lao PDR.

Article 2 (Amended) Foreign Exchange Management
Foreign exchange management is the implementation of principles, regulations and
measures related to foreign currencies and gold of residents and/or non-residents of the Lao
PDR in the possession or use; external payment related to trade, service, grant aid,
investment, loans, deposits and carrying cash into and out of the Lao PDR.
