Article 1
Purpose. This Decision stipulates the principles, regulations, and measures concerning standards for postal service premises, in order to ensure quality, convenience, and safety in the management and use of such premises, aiming to guarantee the efficient operation of postal services and protect the rights and interests of service users.
Article 2
Postal Service Premises Standards. Postal service premises standards refer to provisions on the technical characteristics and constituent elements of convenience facilities and safety guarantees serving postal operations, used as indicators for inspecting, measuring, evaluating, and classifying the quality levels of postal service premises.
Article 3
Interpretation of Terms. The terms used in this Decision shall have the following meanings: 1. Standard: refers to provisions on specific characteristics of products, goods, services, processes, environments, and other matters related to standards, established in accordance with the Law on Standards, used to evaluate, classify, and determine the quality grades of the aforementioned items; 2. Postal Service Counter: refers to a service point for receiving and delivering postal items, including convenience facilities for receiving and delivery activities, located within shopping malls, markets, shops, railway stations, bus stations, airports, piers, and along various types of roads; 3. Mail Exchange Center: refers to a service point for exchanging mail within and between networks, equipped with tools and convenience facilities for mailbag exchange activities, distributed across provinces and cities (districts); 4. Postal Operator: refers to an operator engaged in the business of receiving, sending, and delivering items, including postal operators (Postal), courier (Courier), logistics (Logistics), express (Express), and delivery (Delivery).
